Enclave was founded in 2007 by a group of seasoned US and UK technology executives, including Chairman Mr. Stephen (Steve) Cook and founding CEO Mr. Hung (Harry) H. Le (BS Computer Science and Mathematics, UC Davis; MS Computer Science, Cal Poly San Luis Obispo). The operating entity, Technology Resources Vietnam Limited, is led by representative Mr. Richard Anthony William Yvanovich.
