Enclave was founded in 2007 by a group of seasoned US and UK technology executives, including Chairman Stephen (Steve) Cook and founding CEO Hung (Harry) H. Le (BS Computer Science and Mathematics, UC Davis; MS Computer Science, Cal Poly San Luis Obispo). The operating entity, Technology Resources Vietnam Limited, is led by representative Richard Anthony William Yvanovich.

University graduates. Every engineer holds a 4- to 5-year accredited degree in computer science, engineering, or IT.

Bootcamp first. Every engineer completes Enclave's Software Engineering Bootcamp before joining a client team.
Continuous learning, including AI. Engineers are trained on AI-assisted development tooling, prompt and agent workflows, and the safe, controlled use of LLMs, so AI fluency spreads across teams.
